Looks like Chris Brown is publicly apologizing…again. For the first time since he reached a plea deal in the whole Rihanna assault case, he’s speaking out in a video message posted on ChrisBrownWorld.com – we’ll put it on Pepper and Dylan show.com…In it, he says, "I have told Rihanna countless times, and I am telling you today, that I am truly, truly sorry, and that I wasn't able to handle the situation both differently and better.
